Since the Flemish taxi decree of 2019, every licensed taxi operator in Flanders is required to report ride data to Chiron, the central taxi register run by the Flemish government. For most small fleets, this is the piece of admin that consumes the most time and creates the most uncertainty. Chiron is the central database that every ride registration of licensed taxi services in Flanders flows into. It was introduced alongside the 2019 taxi decree and applies, in principle, to any operator holding a permit for individual paid passenger transport. The municipality that issued your permit, together with the Flemish government, uses that data to monitor the market, gather statistics and act against unfair competition.

If you hold a permit as an operator of individual paid passenger transport in a Flemish municipality, you fall under the reporting obligation. For each ride, the start and end time, pickup and drop-off address, the vehicle, the driver and the fare have to be sent through, among other fields. The full field list and the exact API flow are documented in the official Chiron Starter's Guide published by the Flemish government. In practice that means every paid ride within your permit, including pre-booked and corporate transport, has to land in Chiron. Sending the data late, incorrectly or not at all can trigger an on-the-spot fine of €100 to €500 per established infraction at a roadside check. Reporting is meant to happen as close to real time as possible. Concretely: per ride, not per month or per quarter.
