Applying for a taxi licence in Flanders
Since 2020 there is a single taxi licence in Flanders: the IBP licence. You apply at your municipality, per vehicle. Below you will find where to file, what to attach and what it costs. The driver pass is covered too, because you apply for that separately.
Where do you apply for a taxi licence?
At the municipality of your operating seat. That seat can differ from your registered office. The municipality processes your file in Centaurus2020, the Flemish government's system. The application itself is free. You pay per vehicle per year, once the licence is granted.

CBEYou need a company number with a taxi activity. Decide where your operating seat will be, because that municipality handles your application.

Gather the documents for your file
YourselfThe municipality decides on the basis of your file. If a document is missing, the 45-day term does not start running.
- Identity card and a criminal record extract, model 596.1-27, no more than three months old
- A certificate showing no tax debts and a social contributions certificate
- Proof of Dutch at level B1
- The vehicle documents: registration, roadworthiness test, insurance and proof of ownership
- A specimen of your vervoerbewijs and of your dienststaat

Centaurus2020The municipality processes your application in Centaurus2020. The application itself costs nothing. The decision follows within 45 days of a complete file.

Pay and display your licence cards
In the carAfter the grant you pay per vehicle per year. The municipality supplies two laminated cards per vehicle, both on display in the car.

Indexed every year, so check the amount with your municipality. On top of that come the car, the insurance, the roadworthiness test and your software.
A driver pass for every driver
The driver pass is personal and separate from your company's licence. You apply at the municipality where you live. As the owner you need one too, as soon as you drive yourself.
- At least 21 years old and holding a driving licence for at least two years
- A medical examination for paid passenger transport
- Criminal record extract model 596.1-28, a different model from the one for the licence
- Dutch at level B1, or A2 provided you reach B1 within two years
The pass costs €25.00 and is valid for five years. The municipality decides within 20 days. Every year you upload a fresh criminal record extract in Centaurus.

Your identity card and a criminal record extract, model 596.1-27. Then certificates on taxes and social contributions, proof of Dutch at B1 and the vehicle documents. Finally a specimen of your vervoerbewijs and of your dienststaat. We produce those last two for you once you are a customer and your first invoice is paid.
Yes. Uber and Bolt are platforms, not a licence. You drive on your own IBP licence and with your own driver pass.
